District wise Kottayam (Kerala) has the highest literacy percentage of 95.72, while Jhabua (Madhya Pradesh) has the lowest at just 19.01%. The literacy rate in 2001 has been recorded at 65.38% as against 52.21% in 1991.

The investment in education has remained far short of the target of 6% of the national income. Non-government and voluntary efforts have begun to play a major role not only in the development of educational material and processes, but also in involving and motivating the community.The combined effort of both the government and the community have not however been able to make an appreciable difference in the literacy rates of the country.There is an urgent need to act.

Primary/Elementary Education

The enrolment in primary schools is less than 50%, and 38% school entrants drop out before the fifth grade. The goal of the Universal Elementary Education program is to provide 5 years of compulsory education to all children with emphasis on special needs of girls, by the year 2007. This problem of needs to be tackled through a strong social movement with clearly perceived goals.

Non Formal Education

Non formal education is an integrated component of the strategy to achieve Universalisation of Elementary education. Non formal education is where the hope for India lies. It is in the slums of cities and rural areas that India's educational needs have to be addressed. It focuses on experimental and innovative programmes at the elementary stage. Condensed courses are provided through non formal setups.


Secondary Education

Projected figure of 9.66 crores of children, but enrolment is 2.7 crores, i.e. 2/3rd of the population remains out of school.There are disparities in educational access as between the urban/ rural/ tribal areas. Gender disparities also exist. The NCERT, CBSE, Kendriya Vidyalaya Sangathana and Navodaya Vidyalaya Samiti are bodies working towards the programmes and requirements of imparting education.

Higher Education

Only 12.7 per 1000 population (1992-1997) are third level students. Higher education faces the problem of deterioration in quality and the objectives are to provide diversification of educational opportunities, expansion in unserved areas and updating syllabi.

Adult Literacy

Female adult literacy rate is 38% while male adult literacy rate is 66%. There has been a 12.1% increase in female adult literacy and a 10.4% increase in male adult literacy in the last 7 years.
The goal is to attain full literacy. Practically, a sustainable threshold level of 75% functional literacy to non literates in the 15-35 age group is acceptable. Learning of useful skills and their application is being emphasized.

Education of Minorities

Provision of basic educational infrastructure and facilities in the areas of concentration of educationally backward minorities, SC's/ST's and tribals have been attempted to bring them into focus.

Women's Equality

The gap in male-female literacy rates has decreased from 24.84 in 1991 Census to 21.70 percentage point in 2001.The struggle to enhance access to education by women has been acknowledged as the most important issue. A change is necessary in the management of development programmes focused at women, which would ultimately bring about a change in women's perception about themselves.

Technical Education

20-22% wastage at the degree level, 52% wastage at diploma level. The major thrust is to strengthen technical education infrastructure to enable the country become a super power in knowledge-based industries.

Traditional Knowledge

There is a great resurgence of interest in traditional practices and knowledge systems. The wisdom of unani, ayurveda and homeopathy are among the many systems being revived.
